What Truck Owners Need to Know
As of March 2026, California’s Clean Truck Check (HD I/M) program is fully active and requires heavy duty diesel vehicles operating in the state to remain compliant with emissions regulations.
The program applies to diesel vehicles over 14,000 lbs GVWR, including semi trucks, fleet vehicles, box trucks, diesel motorhomes, and out of state vehicles operating in California.
2026 Clean Truck Check Requirements:
The CARB program is designed to control air pollution caused by diesel engines. Regular smog checks are essential for the following reasons:
Semi annual emissions testing is mandatory for qualifying vehicles.
The annual compliance fee for 2026 is $32.13 per vehicle.
Vehicle owners must maintain updated reporting in the CTC VIS system.
- A passing emissions test is required to maintain compliance status.
Testing Requirements:
2013 and newer diesel vehicles require OBD testing.
Older vehicles require opacity or smoke emissions testing.
Only CARB credentialed testers can submit non OBD vehicle tests.
